This will make over 30,000 jobs in Guam, Marianas and the Marshall Islands while the Guam Base Buildup gets underway.<br />
Taking the next five years into account, there will be harbor improvements, industrial, commercial, infrastructure, and major military construction as well, costing in the billions.<br />
Each of the infrastructure and military base projects will be open to be bid on by construction companies that have been approved, GSA suppliers, and vendors that are from the United States and other countries. The US and its citizens will be the only one to work on sensitive areas and developments, but everything else is up for grabs.</p>

Criticism has come from all over, although the many construction crews love the idea of more work, and better income, some environmental agencies are worried that not enough is being done about the impact the Guam Base Buildup could have on the environment.<br />
EPA&#8217;s chief concerns have to do with the fact that the government isn&#8217;t completely ready to upgrade the island&#8217;s infrastructure. Sewage spills and not enough water to drink, are feared if the right plan is not put into action prior to completion of bases and the arrival of thousands of military personnel.</p>
<p>At Apra Harbor, there are plans to construct a new aircraft carrier berth so that more container ship traffic can be allowed via the Navy. The EPA is a strong criticizer of this plan, saying it could damage the 71 acres of coral reefs found there. It is not known what the military plan to do to save the many endangered species that live in the reefs, or how they will protect the reefs themselves, although they plan to weigh the decision carefully.</p>

Civil engineering and heavy construction contractors build things like tunnels, bridges, sewers, roads, and other projects for the country&#8217;s infrastructure. Some people can learn everything on the job, but adding classroom education gives them more knowledge of the trade.</p>
<p>Construction trades workers, installation workers, and mechanical workers like bricklayers, carpenters, plumbers, air conditioning and heating, and refrigeration installers and mechanics, usually get their main instruction through the attendance of a trade school or technical school, taking part in an apprenticeship, or becoming involved in a training program given by the employer. Also, they often learn by working with people that have more experience in the trade. People in this trade will need to be good at math and reading, as well as take safety training. To advance, workers need to have acceptable English skills as well.</p>
<p>For the most part, apprenticeships for construction buildup are given by trade associations, employers, and trade unions and give the most complete training. <p>Journey workers receive completion certificates either from a state agency or from the U.S. Department of labor. They can use these certificates to help them get jobs across the country.<br />
An agreement is signed when a person decides to go into an apprenticeship program. It tells about the specifics of the program, like what the person will learn, what instruction they will get, how much they will earn, and how long it takes to finish the program.
